The University of Illinois Chicago, a major urban research university with an all funds operating budget exceeding $2 billion, is seeking an experienced professional to serve as Director of Budgeting and Program Analysis (BPA). Working closely with the Vice Provost for Resource Planning and Management (VPRPM), the director of BPA is an active participant in developing campus budget policy. The director provides leadership in budget development, budget preparation budget management and the management of the Budget Office. The Director of Budgeting and Program Analysis, along with the Director of Institutional Research and the Director of Facility and Space Planning constitute the VPRPM’s Resource Planning team which provides advice and support for the Chancellor and Provost on matters related to the use of the campuses financial, human and physical resources.

Budget Policy â€" The director of BPA monitors existing policy and identifies areas where new policies are required in order to ensure the appropriate alignment of campus resources with campus and university priorities. The director and her/his team are key participants in maintaining and evolving the campuses modified responsibility centered management budgeting process. In this leadership role, the director of BPA communicates budget policy, both orally and in writing, to deans, vice chancellors, academic fiscal officers (AFO) and University Administration. The director of BPA makes presentations to a wide variety of different campus constituents.

Budget Development â€" Under the leadership of the director, the Office of Budgeting and Program Analysis prepares data driven budget requests made to University Administration and the State of Illinois. The director works with the Office of the Vice Chancellor for Administrative Services in developing capital budget proposals.

Budget Preparation â€" The director of BPA reviews college and vice chancellor unit requests for campus funding and provides recommendations regarding those requests to the VPRPM, Provost and Chancellor. Based on input from senior campus and university leadership, the director develops budget planning parameters and is responsible for ensuring that the electronic budget model developed by BPA accurately projects the impact of the planning decisions on budget units. Working with BPA staff, the director is responsible for managing the development of operating budget allocations. Jointly with the Office of Student Financial Aid, the director develops the campus financial aid budget and works with the Office of the Vice Chancellor for Administrative Services to develop the campus utilities budget and rates charged to internal and external customers. The director is responsible for developing detailed budget documents outlining the principles by which budget decisions are made, the process used to manage the budget process and documents memorializing budget decisions.

Budget Management â€" Under the leadership of the director of BPA, working together with the University Office of Business and Financial Services, monitors the financial performance of colleges and vice chancellor units. Where potential problems exist, the director provides evaluation and potential solutions to the VPRPM, Provost and Chancellor. The director has overall responsibility for managing campus level accounts totaling in excess of $70 million.

Management of the Budget Office â€" The director of BPA has overall responsibility for the management of the Office of Budgeting and Program Analysis which consist of seven professional staff, including an assistant and associate director.

Job Knowledge & Skills, Education, Experience:
Master’s degree in business, finance, accounting, or various social science fields with analytical-based background (political science, public policy, statistics, psychology, economics, etc.). Solid knowledge of budget modeling and forecasting techniques, and public finance and budgeting principles and practices, including fund accounting.

Ten years of financial analysis and building financial models experience, including increasing levels of responsibility in administrative positions in higher education.

Strong verbal and written communication skills to develop and deliver persuasive presentations to senior executives, faculty, staff and state regulators. Strong analytical, project management and organizational skills. Demonstrated ability to develop collegial and collaborative relationships.
