Job Summary Determines appropriate work procedure or approach to address technical challenges. Creates technical specification and performs technical analysis for multiple projects. Oversees Systems Analysts. Responsibilities also include: Leads implementation of typically more than one IT project (includes pre-implementation support, estimation of cost and effort, infrastructure needs, and post-implementation maintenance support). Utilizes all sources of information both internal and external to conduct research and data collection; verifies and validates data collected; analyzes, synthesizes and summarizes data to draw conclusions. Determines appropriate work procedure or approach to address technical challenges. Creates technical specification and performs technical analysis for multiple projects. Gains knowledge of a set of defined business and technical processes in terms of how these impact and interact with the work product (e.g., infrastructure component, application, software tool) being developed / enhanced. Identifies options to address problems or issues, define advantages and disadvantages of each option, and either selects from predefined solutions or recommends an innovative approach. Identifies patterns in system issues and raises issues to management. Researches, plans, installs, configures, troubleshoots, maintains, and upgrades software interfaces. Analyzes and evaluates present or proposed business procedures or problems to define data processing needs. Makes appropriate recommendations as to best approach. Oversees the publishing, distribution of the Technical Specification document and ensures proper sign-off on the document(s). Also controls all changes through a formalized change request process. Creates complex models to identify, validate, document and system issues. Oversees Systems Analysts. Provides mentoring and addresses questions to help in advancing their knowledge and skills. Qualifications Bachelor's Degree and at least 8 years of experience in systems analysis or development. At least 5 years of experience in investigating and analyzing information and to draw conclusions. At least 5 years of experience in planning, implementing, testing, and trouble-shooting systems software. At least 5 years of experience in forming relationships with internal customers. At least 5 years of experience working with system design and implementation in specific areas, including networking/database management / email, security. At least 5 years of experience working with technical design process and models. At least 5 years of experience as a Systems Analyst of which 2 years are at the senior level.Preferred Qualifications Master's Degree in Computer Science Experience in diagnosing, isolating, and resolving complex issues and recommending and implementing strategies to resolve problems. At least 5 years of experience in the development methodologies, database & systems architecture concepts, and fully conversant in technologies used by WAG.
